Before the application window, the status is “soon”, during it is “open for submissions”, after it is “closed”
On this example, the call for proposals is open for submission, and the deadline is in 15 days.

You do not necessarily need to be a member of that container to apply to the call for proposals, it depends on how the admins configured the call.
